Abstract

Since 1948, Lebanon is hosting around 450 000 Palestinian refugees and, since 2011, around 1 million Syrian displaced persons. The socio-economic difficulties unifying the host communities as well as the refugees – displaced communities are creating complex challenges to the Lebanese State. Hence, the key challenge remains in balancing among any policy orientation the Humanitarian, the Sovereign and the Right to Return aspects in order to protect the Human dignity and the specific identities of each community. This article is a trial to reflect the complexity of the Refugees and Displaced crisis that can help to pave the way for a sustainable national policy.
